Dr. Shlomit Wagman

Director General, Money Laundering and Terror Financing Prohibition Authority (IMPA), the Israeli Financial Intelligence Unit (FIU), Israel

Dr. Shlomit Wagman was appointed as the Director General of

Israel’s Money Laundering and Terror Financing Prohibition Authority

(IMPA), the Israeli Financial Intelligence Unit (FIU), in 2016. Within

the framework of her position, Dr. Wagman is heading the Israeli

delegations to the Financial Action Task Force (FATF), Moneyval in

the Council of Europe, and the Egmont Group Organization.

Following her appointment as the Director General, Dr. Wagman

led the successful accession of Israel to the FATF organization as a

member, in which Israel achieved excellent results: Israel was rated

as one of the top three countries in terms of effectiveness, while

IMPA was granted with the highest possible ranking (one of two

countries worldwide). Under her leadership, IMPA was also

awarded with prizes by the Civil Service Commissioner for the

organizational reform she led, and by the Egmont Group Organization for best financial investigation.

Dr. Wagman started her work at IMPA as the General Counsel (2011-2015), and served as a professional assessor in the first Mutual Evaluation Process according to the FATF's 2013 methodology conducted by Moneyval.  

Prior to joining IMPA, Dr. Wagman worked in the private sector with leading law firms in both the U.S.A. (Wachtell, Lipton, Rosen & Katz) and Israel (GKH). Dr. Wagman served as adjunct lecturer at Tel Aviv University, Bar-Ilan University and The Interdisciplinary Center, was a fellow at the Information Society Project at Yale Law School (2003-2007) and co-edited a book on Cybercrimes (NYU Press, 2007), with Prof. Jack Balkin et al.

Dr. Wagman holds J.S.D. and LL.M. degrees from Yale Law School and a joint LL.B. and B.A. degree in Law and Business Management form the Hebrew University of Jerusalem (magna cum laude). Dr. Wagman clerked for the Chief Justice of the Israeli Supreme Court, the Honorable Aharon Barak.
