New Battlefield / Old Laws:
When Disaster Hits; Threats, Preparedness,
and Legal Gaps
Disasters come in all shapes and forms – and are not limited to full-on war. States can end up on the brink of collapse or insurgency as a result of a wide variety of triggers, including health epidemics, natural disasters, migration, and cyber (from "mere" cyber interference to cyber-attacks). Before disaster hits, states must focus on building up resilience, enhancing channels of communication between various governmental agencies (for example between health professionals and national security experts), and educating the population. They can no longer ignore the risks posed by disasters, given the frequency at which such disasters hit, and the amount of resources financial and human resources needed to contain them.
This workshop explores the challenges raised by these new threats, what states can do to better prepare for them, and whether the legal framework ought to adapt to better address them.
