The Return of Foreign Terrorist Fighters: Are we Prepared for the Challenge?

With the near completion of the war in Syria and the territorial loss of the Islamic State, many of thousands of foreign terrorist fighters (FTFs) are returning to their home countries or trying to relocate to a third country. These individuals will have battlefield experience, since they have received operational training to perpetrate acts of terrorism. These FTFs pose a serious challenge to the countries they are returning, to be it general security issues such as potential attacks or recruitment, border security, the need for better international cooperation, developing prosecution, rehabilitation and reintegration strategies, and approaches to the accompanying family members of FTFs, including children. This workshop will discuss the issue of returning terrorist fighters and examine whether we are prepared for the challenge.
